Lewis Consulting Group (LCG) was retained by the United States Department of Veterans Affairs to complete an Environmental Record Review (ERR) pursuant to the requirements of the National Environmental Policy (NEPA), related regulations listed at 24 CFR Part 58, and in accordance with the U.S. Department of Veterans Affairs (VA) guidelines. The environmental review process ensures that the proposed project does not negatively impact the surrounding environment and that the property site itself will not have an adverse environmental or health effect on end users.
The ERR was conducted with consideration of federal laws, authorities, and regulations including but not limited to noise, air quality, historic properties, floodplains, wetlands, water quality, solid waste disposal, man-made hazards, farmlands protection, wild and scenic rivers, coastal areas, endangered species. LCG initially determined the level of environmental review required, resulting in a full Environmental Assessment for the project. The scope of work consisted of the following primary tasks including on-site examination of the properties and existing facilities for visible evidence of contamination from toxic or hazardous materials, a review of available air photography to obtain a historical perspective of land use, review of adjacent sites to evaluate recognized environmental conditions, and a compliance check under the applicable NEPA Checklists (Statutory, Environmental Assessment and/or Compliance Documentation). In addition, LCG conducted consultations with the appropriate Federal, State, and local agencies.
This Environmental Assessment conformed to the U.S. Department of Veterans Affairs (USDVA), Office of Facilities Management, Environmental Compliance Manual, updated July 1998 (38 CFR Part 26). The final report documented the developed alternative scenarios and evaluated each as possible actions associated with the project. LCG's comprehensive NEPA Environmental Review Record of the project site resulted in a Finding of No Significant Impact (FONSI).
