Lewis Consulting Group (LCG) was retained by the Housing Authority to perform a Pre-Demolition Environmental Asbestos-Containing Materials (ACM) and Lead Inspections Workplan, laboratory analysis, and oversight for fifteen multi-unit residential vacant buildings. The inspection was performed using the guidelines established by the Environmental Protection Agency (EPA): Asbestos School Hazard Detection and Control Act of 1980 (pg. 96-270), EPA's 1992 Publication: Friable Asbestos Containing Materials in Schools, Identification and Notification published in the Federal Register 40 CFR part 763, May 27, 1992 and EPA's 1985 Publication: Guidelines for Controlling Asbestos Containing Materials in Buildings.
LCG's scope of work consisted of taking samples in accordance with the applicable New Jersey Department of Labor (NJDOL) and USEPA Asbestos Hazard Emergency Response Act (AHERA) inspection and sampling requirements prior to the onset of the proposed demolition work. The laboratory analysis was conducted using the standard Polarized Light Microscopy (PLM) and latest X-Ray Fluorescence (XRF) technology. Additionally, LCG conducted ACM and Lead abatement clearance inspections and dust monitoring following the completion of the projects in a phased manner. LCG also performed a historic fill investigation, advancing soil borings using a direct-push drill rig pursuant to the Historic Fill Material Guidance N.J.A.C. 7:26E-3.12. Soil samples were analyzed for Total Petroleum Hydrocarbons (TPH) and Target Analyte List (TAL) metals primarily. For the client's beneficial use, LCG also sampled concrete composites for characterization for Polychlorinated biphenyl (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs) in accordance with the Guidance Document for Characterization of Concrete and Clean Material certification for Recycling. LCG's findings and recommendations were presented to the client in a comprehensive report.
