Lewis Consulting Group (LCG) was retained to conduct a preliminary Wetlands Investigation with regards to potential development activities in accordance with the New Jersey Department of Environmental Protection (NJDEP) regulations and the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands. LCG personnel completed an on-site inspection to identify the presence or absence of potential wetland areas and provided final reporting for the project site.

Wetlands are commonly referred to as swamps, marshes, or bogs, however many wetlands in New Jersey do not fit this description. To determine what is and what is not a wetland in New Jersey, the NJDEP adopted and requires that the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands be utilized for determining the presence and extent of wetlands. A wetland area is identified by the demonstration of three factors consisting of hydric soils, hydrophytic vegetation, and evidence of surface hydrology.

LCG's investigation concluded that the site met two of the three parameters required pursuant to wetlands identification and therefore recommended applying to the NJDEP for a Letter of Interpretation (LOI) to obtain an official determination.
